Minutes of the Meeting Held On Monday 5 September 2016 in the Methodist Church Hall, Broadmayne

Present Cllrs S Diamond, D Eaglestone, K Jury, P Lamb and S Toogood.

In attendance Dr J Davis (Clerk), and District Cllr A Thacker.

Apologies for absence
16/115 Apologies for absence had been received from Cllr Griffith and District Cllr Bundy. Before beginning the meeting Cllr Diamond expressed his sympathy to Cllr Bundy on the loss of his wife. The Parish Council sent its condolences to Cllr Bundy and his family.

Declarations of Interest
16/116 There were none.

Minutes of meeting held on 1 August 2016
16/117 The minutes of the meeting held on 1 August 2016 were approved and signed as a correct record.

Planning and Tree Matters
16/118 Decisions and correspondence on previous consultations The Parish Council noted that that works had commenced on the erection of two industrial units at Roman Hill Trading estate (Warmwell), prior to obtaining the necessary approvals specified in the planning application consent. Neighbours had contacted WDDC, and an officer had indicated that whilst the applications for compliance had been received, any works undertaken prior to approval were at the applicant’s own risk.

Reports
16/119 County Cllr Canning reported as follows:

(i) He had contacted the DCC Chief Executive to express the Parish Council’s concerns about the Registration Service consultation and had sent her reply to the Clerk who had circulated it. This was noted, although it was felt that the point of the complaint had been missed, namely that in order to respond one needed to know how the existing system operated.
(ii) He had raised the Parish Council’s concerns about the condition of the surface of the A352 within the village with the Highways Department and, following a site visit, it had been agreed to include re-surfacing works in the capital programme for 2017/18. Cllr Eaglestone said that it was important that these works were coordinated with the new road markings which had been agreed to improve road safety within the village.
(iii) Monitoring data from the 50mph speed trial on the A352 would be available shortly and representatives from Broadmayne Parish Council would be invited to a meeting along with Cllrs from Winterborne Farrringdon to discuss the results.
(iv) He had circulated consultation documents relating to the re-organisation of councils in Dorset and he urged everyone to respond to this very important initiative which presented an opportunity to improve services across the county. District Cllr Thacker also urged people to engage with the consultation process. Cllr Toogood reported on behalf of the Playing Fields Association that the new multi-play equipment was due to be installed in the children’s play area on 26 September, and that the contract with the football team had been renewed.

Financial Matters
16/120

(a) Financial Statement The Clerk presented the August financial statement, and drew the Council’s attention to the receipts and payments since the last meeting. It was proposed by Cllr Eaglestone, seconded by Cllr Jury, and RESOLVED to approve payments as follows:

(b) An application from Broadmayne Playing Fields Association for grant support to cover the costs of their insurance premium and annual inspection costs, amounting to £824.05 was considered. It was proposed by Cllr Lamb, seconded by Cllr Diamond, and RESOLVED to make this grant using powers granted under section 19 of the Local Government (Miscellaneous Provisions) Act 1976.
(c) An estimate for works to improve the entrance to the allotments (including leveling and improving the splay) was noted. This amounted to £440. Further estimates were being sought but it was proposed by Cllr Eaglestone, seconded by Cllr Jury and RESOLVED to approve works up to that sum, to be paid for under the other repairs and maintenance budget head.

Parish Plan
16/121

(i) Cllr Eaglestone confirmed that he was taking over from Bob Hatcher the coordination of the road safety aspects of the plan.
(ii) The Clerk reported that the rights of way survey had been commenced and that she had contacted DCC about progress with the proposed Broadmayne-Dorchester cycle route but had received no reply to date.

Emergency Plan
16/122 Cllr Jury said that there was no progress to report

Village Hall project
16/123 The Chairman reported that the tendering process for the building works was in hand. An advert had been placed in the Dorset Echo and seven building companies had been approached, six of whom had expressed an interest in bidding for the work. The closing date for tenders was 14 October. Ray McIntyre has been co-opted on to the project working group to act in an advisory capacity on building matters.

Broadmayne Directory
16/124 A draft of the updated Directory was noted. It was agreed that any further amendments should be sent to the Clerk by 15 September after which time she would arrange for it to be printed.

Correspondence
16/125 The following items of correspondence were noted and any necessary actions agreed:

(i) From DCC: Dorset Local Access Forum Recruitment. A poster about this had been placed on the main notice board
(ii) Notification of road closures for the Weymouth Ironman Event on 11 September. Information about this had been placed on the notice board in the old bus shelter.
(iii) Invitation to Dorset AONB Annual Forum: 5 October.
(iv) Dorset Councils Reorganisation Consultation: Town and Parish Council survey. It was agreed that comments should be sent to the Clerk so that she could prepare a joint response for approval at the October Parish Council meeting.

Matters of Report
16/126

(a) (i) The Clerk reported that she had applied for a Special Events Road Traffic Regulation Order to close the A352 for 20 minutes on Remembrance Sunday. DCC had indicated that approval would be given for this.
(ii) The Clerk reported that she would be attending the annual DAPTC Clerks’ Seminar on 22 September.

(b) Chairman reported that he had received a letter from a resident expressing concern about problems caused agricultural vehicles using Chalky Road. It was felt that this was a short-term seasonal issue and the Chairman would reply accordingly.
(c) Cllr Jury reported that a meeting about the installation of a defibrillator in Broadmayne/West Knighton was to be held at the New Inn skittle alley on Wednesday 7 September.
