Declarations of Interest and requests for dispensations

Cllrs Ellis, Lawley, and Toogood, having disclosable pecuniary interests, namely owning property within the parish directly adjoining the sites subject to the planning applications on land adjacent to Broadmead (see minute 22/4(a)), had made written applications to the Clerk, seeking dispensations, under section 31(4) of the Localism Act 2011, to allow them to speak, but not vote, during the discussions of those planning applications. Cllr Lamb, whose property is close to the site but does not adjoin it, had sought a dispensation to both speak and vote on the planning applications. It was proposed by the Chairman, seconded by Cllr Whittaker, and RESOLVED to grant these dispensations, on the grounds that it is in the interests of persons living in the area to allow them to do so, to apply to any meeting of Broadmayne Parish Council at which those particular planning applications are discussed until April 2024

Planning and Tree Matters

(a) Consultations (i) P/OUT/2021/05309—Land Adjacent Broadmead: Development of up to 90 residential dwellings, together with open space, allotments and enhanced drainage features (outline application to determine access only).
(ii) P/FUL/2021/05255—Land adjacent Broadmead: Change of use of agricultural land to Suitable Alternative Natural Greenspace (SANG) and temporary formation of a construction haul road.
The Chairman opened discussion of these applications by thanking everyone who had responded to the Parish Council’s questionnaire about the proposals. He said that of around 574 questionnaires which had been delivered around 22% had been returned. A large proportion of those who responded were opposed to the development. He stressed that the responses would not be shared with either Dorset Council or SSL, the purpose of the questionnaire having been to inform the Parish Council’s decision-making, and that it was very important that individuals made their own responses directly to Dorset Council. He had been made aware that there were some technical problems with the Dorset Council website and that some comments submitted had not been uploaded but Dorset Council officers were aware of this, and were accepting comments via email.
He invited comments from the public. Issues raised included the capacity of Broadmayne First School, the impact of the increased traffic movements on road safety on the A352 and the village roads, the likely impact of an extra 200 residents on the village, the lack of medical facilities, the ownership of some of the land proposed as footways, the flood risk and its mitigation, the true affordability of the houses, the refusal of previous planning applications to develop the site for fewer houses, the loss of agricultural land, the SANG carpark attracting more cars into the area, the junction of the haul road with the A352, and its encroachment into the AONB, and the capacity of the sewerage works. The need to improve the age mix of the village was raised in support of the proposals, along with the need for affordable housing.
Cllrs then considered the matter, observing that truly affordable housing was needed but that there had been no assessment of the needs of Broadmayne. Any development needed to be in small pockets which the infrastructure could support. After discussion, those Councillors able to vote on the matter agreed that the Parish Council should register objections to both planning applications. The grounds cited for objection would include the site being outside the development boundary and not qualifying as an exception site; the traffic, parking and road safety issues; the refusal of previous applications on traffic grounds; the scale of the development; the flooding issues; the poor bus service; the loss of agricultural land; light pollution; and visual amenity. The Parish Council would make the point that it was not opposed to small infill developments but that this proposal did not fit that definition.
The Chairman thanked everyone for their input and said that the Parish Council would make further efforts through the website, Facebook page and notice boards to encourage individuals to make their own comments to Dorset Council.
(b) Other planning matters The Clerk reported that Dorset Council was organising a Planning Update for Town and Parish Councils as a webinar on 27 January 2022. Joining details had been circulated to Councillors.

Public participation

(i) A member of the public asked about the outcome of the Openreach FTTP exercise. Cllr Whittaker reported that Broadmayne was still about 20 pledges short of its target to enable the project to go ahead, even then with extra finance from a local community fund, and that he continued to correspond with Dorset Council about the project. He would circulate the latest information to those who were interested.
(ii) A member of the public reported that the Chalky Road nameplate had disappeared from its northern end. The Clerk said that this had already been reported and that she would pursue it further.
(iii) A member of the public expressed his thanks to whoever had cleared the leaves from the footway on Knighton Lane.

Reports

Dorset Cllr Tarr reported that the Highways Agency was proceeding with improvements to the A35 around Dorchester and that work to alleviate the long-term flooding problem at the Max Gate slip road would commence in February 2022. He also said that he hoped the proposed shared-use route between Broadmayne and Dorchester would be boosted by potentially linking in to the new route to Crossways. He would be working on this over the coming year.

Financial Matters

(a) The Clerk had prepared the January financial statement, showing the receipts and payments since the last meeting. It was proposed by Cllr Toogood, seconded by Cllr Lamb, and RESOLVED to approve the following payments:

Other matters of report

(a) The Clerk reported as follows:
(i) Fly tipping on Ridgeway, close to the Chalky Road junction, continued to be a problem and was being regularly reported. In addition, shortly before Christmas, a vehicle being used as traveller accommodation had been parked there. This had been reported to the Gypsy and Traveller Liaison Officer who was due to pursue the matter after the holiday, however it appeared that the vehicle had already moved on.
(ii) Community Governance Review Dorset Council had confirmed that draft recommendations on changes would be considered in February, to be followed by a public consultation. It was hoped that the final recommendations could be considered by the full council in July.
(iii) Letters to our MP, Chris Loder, and the relevant Minister at the Department for Levelling up, Housing & Communities about the need for the power to hold remote meetings had been sent. Chris Loder had responded and was supportive.
(iv) SID Following further correspondence with Dorset Council officers, they had agreed that Dorset Council would meet the cost of moving the SID pole at the eastern end of the village, and this has now been done. Cllr Toogood said that she had been contacted by a resident who lived close to the site who was concerned that, with the pole in that positon, the SID would not be visible to drivers. The situation would need be reconsidered once the SID was transferred to the eastern end of the village.
(v) Phil Marriott, the Defibrillator Coordinator, had advised that any further training was postponed because of the pandemic.
(b) The Chairman reported
(i) that the village hall would now be available on Sunday 5 June so Broadmayne would be able to hold a ‘Big Lunch’ to celebrate the Queen’s Platinum Jubilee that day. The Parish Council would now begin to consider arrangements for the celebration; and
(ii) that the fish and chip van had relocated to Broadmayne First School from the village hall carpark.
(c) Councillors
(i) Cllr Lamb reported that he had signed-up for a carbon literacy workshop which was being organised for town and parish councillors.
(ii) Cllr Macer-Wright reported that he had been speaking with a local resident about speeding issues on the A352 and that he was hoping to be able to re-open the issue of a footway at the eastern end of the village.
