Minutes of the Parish Council Meeting Held On Monday 2 October 2017 in the Methodist Church Hall, Broadmayne

Minutes of meeting held on 4 September 2017
17/131 The minutes of the meeting held on 4 September 2017 were approved as a correct record for signing.

Planning and Tree Matters

(a) Decisions and correspondence on previous consultations The following matters were noted:

(i) 22 Chalky Road: erection of new detached dwelling; planning permission granted subject to eleven conditions.
(ii) 46 Main Street: alterations to north boundary treatment adjacent to Main Street; planning permission granted subject to two conditions.
(iii) 21 Main Street: replacement garage extension with new first floor over; planning permission granted subject to three conditions.

(b) Consultations

(i) Holcombe Valley Cottages: use of number 11 Holcombe Valley Cottages and numbers 1-4 Holcombe Valley Cottages for residential purposes (C3); (application for a Certificate of Lawfulness for an existing use). The Parish Council considered this application and resolved not to object.

(c) Any planning matters received after the publication of the agenda It was agreed that Cllr Lamb would attend the Dorset Councils Partnership Parish and Town Planning Session on 26 October at South Walks House.

Public participation session

(a) A member of the public reported a misleading sign on Bridleway 19 which suggested that there was no public right of way. The Clerk would report this to DCC.
(b) District Cllr Thacker reported that Knightsford Parish Council had received £250 from the organisers of the Dorchester Marathon which had passed through its territory and which it had supported.

17/134 County Cllr Ireland reported that DCC had appointed a new interim Director of Child and Adult Services. He noted that the traveller caravans were still on the Ridgeway but that the Gypsy & Traveller Liaison Officer had advised that eviction was being pursued and that the paperwork was in preparation. However there were ongoing discussions with a member of the group about the possibility of moving to the county council’s site at Piddlehinton which meant that the situation might be resolved sooner than allowing the legal process to run its course.

The situation would be kept under review, and it was agreed that the Clerk should investigate the possibility of a traffic regulation order being used by the county council to limit vehicular access to that track in the future. He further reported that the Technical Highways Officer for the south of the county, including Broadmayne, was now Dawn Atkin, and that he was continuing to pursue the Dorset Waste Partnership (DWP) about changing the size of collection vehicle to be used in Bakers Paddock.

Cllr Thacker reported that leaders of Dorset Councils had met with the Minister of Communities and Local Government last week to discuss local government reorganisation in the county. It was hoped that a decision would be made within the next few weeks. In the mean time, the joint committees were continuing to look at ways of working together to save money.

The DWP was also looking at ways to save money. He further reported that WDDC had resolved not to make the Public Space Protection Order to deal with nuisance begging; further work was needed on this. Cllr Toogood reported that the Playing Fields Association (PFA) had arranged for the dead tree in the play area to be removed. The Chairman reported that the 30/30 celebrations in the Village Hall, marking both the 30 anniversary of the hall and its extension and refurbishment had been highly successful and very well attended.

Financial Matters

(a) Financial Statement The Clerk presented the October financial statement, and drew the Council’s attention to the receipts and payments since the last meeting. It was proposed by Cllr Eaglestone, seconded by Cllr Griffith, and RESOLVED to approve payments as follows:

(b) Internal audit The Clerk reported that the internal auditor had carried out the first internal audit of the year and had found no matters on which he needed to report or comment.
(c) Review of the Financial Regulations A number of comments had been received on this and a further draft was in preparation.
(d) Budget adjustment It was proposed by Cllr Griffith, seconded by Cllr Lamb, and RESOLVED to transfer the £5,500 set aside in the budget for ‘transfer to the hall project account’ to the capital items budget head to enable the purchase of the SID and poles (see minute 17/136), and a new projector.

Parish Plan
17/136 Cllr Eaglestone presented a paper setting out the county council’s proposals for road markings once the A352 resurfacing was finished; these included not repainting the centre line or edge lines through much of the village subject to certain exceptions which included provision of an edge line one metre away from the kerb line between the Black Dog PH and Osmington Drove. He further reported that he had obtained costings for the purchase of the Speed Indicator Device (SID), and poles and their installation.

After discussion it was proposed by Cllr Griffith and seconded by Cllr Lamb, and RESOLVED to proceed with the purchase one Speed Indicator Device (at the higher specification) at a cost of up to £3,000 plus VAT, and £60 plus VAT transport costs, and 2 aluminium supporting posts at a total cost of £472.68 plus VAT (including installation). Cllr Eaglestone would advise DCC of this decision so that work on the poles could be undertaken at the same time as the resurfacing work.

Parking issues
17/137 The Clerk reported that the PCSO, Sarah Hart had written to the residents of St. Martins Close about the on-going parking problems in Chalky Road and that following complaints about parking on the footway at the Olds Garage site (which was limiting visibility for vehicles exiting Chalky Road) she had carried out a PNC check. Unfortunately neither of the vehicles had been registered to local residents so she had been unable to pursue the matter further. She would continue to monitor the issues which had been reported to her.

Village Hall project
17/138 The Chairman presented a paper on the financing of the village hall project, and it was noted with pleasure that the works had been completed well within budget. Cllr Toogood thanked the chairman for all of his hard work in managing the project and bringing it to such a successful conclusion

Community website
17/139 The Chairman reported that the owner of the domain who had donated both the domain maintenance and web hosting to the village since 2003 was in the process of closing down his web hosting business. The domain had been paid for until June 2021, so it would only be necessary to move it to new hosting. It was agreed that the Chairman should investigate moving the site to a new host in the short-term but that further consideration should be given to building a new site with greater flexibility than the existing site.

Arrangements for Remembrance Sunday
17/140 The Clerk reported that no comments had been received following the letter drop consulting on the closure of the A352 for twenty minutes on Remembrance Sunday, and that the formal application for the special events traffic regulation order has been made. Stickers to change the date on the yellow advance warning signs had been ordered. The Chairman had approached Keith Blandamer and Roger Holehouse about reading the exhortation. The Clerk would now liaise with the churches, and invite the scouts, cubs, beavers and brownies to the ceremony. Cllr Eaglestone would recruit volunteers from the old Speed Watch team to act as marshals on the day.

To consider correspondence received
17/141 The following item of correspondence were noted and any necessary actions agreed.

(a) From DCLG (via DAPTC): consultation on ‘Planning for the right homes in the right places. The general public was being encouraged to comment on this paper.
(b) From the Dorset Councils Partnership: Joint Local Plan Issues and Options summary. In his report on the examination of the local plan, the Inspector had said that an early review should be undertaken to identify additional housing land capable of meeting housing need to 2036. The councils had consulted on this in the first half of 2017 and this report summarised the comments. Further research would now be carried out to identify the preferred options for public consultation in 2018. Several sites at Crossways were under consideration.
(c) From DCC: Speed limit TRO on the A352 between the West Stafford roundabout and Broadmayne. DCC proposed to make the 50 mph limit on that stretch of road permanent. It was proposed by Cllr Eaglestone, seconded by Cllr Griffith and RESOLVED to support this proposal.

Matters of Report

(a) The Clerk reported as follows:

(i) Rights of way She had met with the Senior Ranger from DCC and he had agreed to investigate signing the path through the tree band on the south-eastern boundary of Chalky Road.
(ii) New ‘no parking’ signage for playing field gate This was now in place
(iii) Litter bins Several reports of these not being emptied had been received. This had been reported and they were subsequently emptied.
(iv) Train timetable Following the award of the franchise to South Western Railways, the train operating company was consulting on the revision of the London – Waterloo train timetable. She would write a note about this for ‘Compass’.

(b) The Chairman reported that the No. 5 bus was now operating on its winter timetable (a bus approximately every two hours and no Sunday service).
(c) Councillors:

(i) Cllr Toogood had received reports of dog fouling around the junction of High Trees and Osmington Drove. The Clerk would check the signage in that area.
(ii) Cllr Eaglestone reported that Local History Broadmayne was working on the idea of a permanent D-Day trail and a permanent memorial to Broadmayne’s role in that historical event. He also reported that he had received a suggestion that Cowleaze Road should be made ‘one-way’ for road traffic to help pedestrians. The Parish Council did not consider this to be a viable option but it was pointed out that pedestrians could walk through the playing field and children’s play area.
(iii) Cllr Griffith said that some of the road closure signage for the Iron Man event was still in place several days after the event.

Matters received after the publication of the agenda
17/143 (i) Notice of the motions to be debated at the DAPTC AGM on 4 November were received after the publication of the agenda and had been circulated. It was agreed that the Chairman would attend the event and the motions were considered and recommendations made on how he should vote on them.
