The minutes of the meeting held on 5 September 2022 were approved and signed as a correct record.

Planning and Tree Matters

22/119

(a) Consultations  P/FUL/2022/05619—Chalk Meadow, Chalky Road: retain change of use of agricultural land to mixed-use of agriculture and camping restricted to 90 days in any calendar year together with laying hard standing and installation of dirty water disposal system.  The Parish Council considered this application and, having considered an objection received and noting comments from other residents, resolved not to object to the proposal but to make a comment supporting the AONB’s views that the 90 day period specified should be reduced to 58, and that the permission be time-limited to five years to enable a review of any unforeseen impacts on the landscape.

(b) Other planning matters  P/FUL/2021/ 05309—Land adjacent to Broadmead  The Chairman reported that he had uploaded to the community website a document from SSL explaining the background to their decision to amend the proposals for the land adjacent to Broadmead to make the houses 100% affordable (shared-ownership and social housing).  Cllr Tarr reported that he had ascertained that once the Levelling Up and Regeneration Bill had been enacted (anticipated in April 2023), new development in the Poole Harbour catchment would no longer be required to implement Phosphorous neutrality measures but that until that time developers were still being required to demonstrate mitigation to ensure Phosphorous neutrality before planning permission could be granted. Pending a review of DC’s ‘Nitrogen Reduction in Poole Harbour Supplementary Planning Document’ planning applications must comply with the existing strategy for Nitrogen neutrality in the Poole Harbour catchment. This made the timetable for likely determination of the Broadmead application difficult to predict.  Members of the public expressed their concern about the impact of the change to 100% affordable housing and the fact that this did not appear to necessitate further consultation.  Concerns were also expressed about apparent discrepancies on the boundaries shown on the plans which appeared to show the development encroaching on to neighbouring properties.  After discussion it was agreed that the Parish Council should write to the planning officer to express these on-going concerns about the proposed development.

Public participation

22/120

(a) A member of the public raised his concerns about the failure of Dorset Council to introduce measures to  prevent a repeat of the incidents two years ago in which houses in Rectory Road and Rectory Close had been flooded with sewage contaminated water. It was agreed that the Parish Council would write to Dorset Council to try to expedite this matter.
(b) A member of the public said that at the eastern end of the village she considered that the 30 mph signage was too close to the first dwellings.  She had raised the issue with Cllr Tarr and the idea of “countdown markers” on the approach to the 30 mph zone had been suggested.  It was agreed that the Parish Council would pursue this with Dorset Council highways officers.

Reports

22/121

(a) Dorset Cllr Tarr reported that the Dorset Council Place and Resources Overview Committee would be considering a paper from its officers on the “20 mph speed limit approach” at its meeting on Thursday 6 October.  He was of the view that Parish and Town Councils should be consulted about this policy document and intended to request that the decision on its adoption be deferred pending such consultation.  Cllr Macer-Wright considered the new policy document to be helpful, with a pro-active role for Parish Councils and he agreed to prepare a note on this.
(b) Cllr Toogood reported on behalf of the Playing Fields Association (BPFA) that the new slide had been installed and the play train moved.  Work on the refurbishment of the roundabout would begin soon.  The BPFA AGM would take place in November and new committee members were needed.
(c)  The Clerk read a report from the PCSO.  There have been no crimes reported in Broadmayne in the last month but the police have issued a number of general alerts and launched a new Country Watch website.
(d)  Cllr Ellis reported that she and Cllr Lawley had attended a planning workshop organised by DC and DAPTC.  Improvements to the planning website were in hand which would allow alerts to be set up.

Financial Matters

22/122

(a) The Clerk had prepared the October financial statement, showing the receipts and payments since the last meeting.   It was proposed by Cllr Toogood, seconded by Cllr Macer-Wright, and RESOLVED to approve the following payments:

Payments already made

PKF Littlejohn (external audit fee)                                       £   240.00

Wessex Grounds Services  (2nd quarter grounds work) £1,031.56

Payments to be made

Outdoor Play Devon Ltd. (balance on new slide)              £2,610.00

(b) The Clerk reported that the external auditors, PKF Littlejohn LLP, had completed the audit for the financial year ended 31 March 2022, and had identified no matters requiring attention. .  It was proposed by Cllr Lamb, seconded by Cllr Ellis and RESOLVED to approve and accept the Annual Return.  The Clerk was thanked for her work on the audit.

Entrance “gates” on the A352

22/123

The Parish Council noted a report prepared by the Clerk on the types of gates which were available, companies producing them and approximate costs.  The Clerk reported that she was awaiting input from Dorset Council, as highway authority, on any specifications which they required.  Councillors suggested that possible re-positioning of new gates could be considered alongside the suggestion of “countdown markers” (see minute 22/120(ii)).

Other matters of report

22/124

(a) The Clerk reported on the following matters:

(i) Replacement and treatment of seats Green Scheme Solutions, who were due to install the new gates, had advised that production of the new gates had been delayed because of problems with supplies of raw materials.  It would be at least December before an installation date could be offered.  Two quotations for the refurbishment of the new seats had been obtained and it was agreed that the Clerk should proceed with arranging for this work be undertaken with the preferred contractor.
(ii)  Arrangements for Remembrance Sunday were in hand.  The churches had been contacted and Keith Blandamer would read out the names recorded on the war memorial.  Luke Makepeace would supply the PA and recorded music.  Other participants (Scouts, Cubs, Beavers and Brownies, and a representative from West Knighton) had been invited. The temporary traffic regulation order to close the A352 had been applied for, and David Eaglestone would be organising the marshals on the day.  The poppy wreath had been ordered.
(iii) Members of the Community Speed Watch team had recently attended the Dorset CSW conference.  A note of the meeting had been circulated to Councillors.

(b) The Chairman  welcomed the new Priest-in-Charge of the Watercombe Benefice, the Rev. David Johnson, to the meeting.  He also reported

(i) That following the advertisement of the casual vacancy, Dorset Council had received no requests that an election be held.  Broadmayne Parish Council was therefore authorised to co-opt a councillor.  This was being done in accordance with the agreed protocol.  The vacancy had been advertised and anyone interested had been allowed until 18 October to make themselves known to the Clerk.
(ii) That he had received a request from a local resident for the erection of warning signs near the new houses on Knighton Lane because of concerns about the speed of traffic on the bend of the road.  After discussion it was agreed not to pursue this matter.

(c)  Councillors

(i) Cllr Toogood said that following the closure of Chalky Road for re-surfacing a number of barriers and cones and a heap of spoil appeared to have been left by the team.  These would need to be reported in due course if they were not removed.
(ii)  Cllr Macer-Wright reported that there appeared to be an issue with the licensing of the land adjacent to the Tadnoll spring head as a nature conservation area and he thought it might be necessary to commence the project with the provision of a wall and an information board.

Matters received after the publication of the agenda

22/125

DAPTC AGM  The Clerk reported that registration to attend the AGM on 19 November was now open.  It was agreed that the Chairman would attend the meeting which was again being held remotely.

Date of next meeting

22/126

The next meeting would take place on Monday 7 November 2022 in the Methodist Church Hall, unless otherwise advised.
