MINUTES OF THE PARISH COUNCIL MEETING HELD IN BROADMAYNE METHODIST CHURCH HALL ON 6 FEBRUARY 2023

The minutes of the meeting held on 9 January 2023 were approved and would be signed as a correct record.

Planning and Tree Matters

23/15 

(a)  Decisions and correspondence on previous applications  The Parish Council noted the following matters:
(i) P/HOU/2022/06790—47 Chalky Road: erect single storey rear extension; planning permission granted subject to three conditions.
(ii) P/FUL/2022/06460—6 Main Street: remove existing detached garage, construct a three bedroom chalet bungalow with four off-road parking bays; application withdrawn.

(b) Planning matter received after the publication of the agenda  The Clerk reported that she had been notified that additional information had been deposited with Dorset Council in respect of application P/FUL/2022/05619—Chalk Meadow, Chalky Road: retain change of use of agricultural land to mixed-use of agriculture and camping restricted to 90 days in any calendar year together with laying hard standing and installation of dirty water disposal system.  It was agreed that the Planning Group would look at this and decide, by way of email exchanges, if any further comments were necessary.

Reports

23/16

(a)  Cllr Toogood reported on behalf of the Playing Fields Association that work on the roundabout safety surface had been completed but that the painting of that piece of equipment would have to wait until the spring.
(b)  The Clerk read a report from the PCSO.  The only crime reported in Broadmayne in the last month was the theft of the SID.

Financial Matters

23/17

(a) The Clerk had prepared the February financial statement, showing the receipts and payments since the last meeting.   It was proposed by Cllr Toogood, seconded by Cllr Macer-Wright, and RESOLVED to approve the following payments:

(b) The Parish Council consider a grant application for £75 from “Warm Welcome Wednesdays”, a community initiative to provide a welcoming space with free hot drinks, each Wednesday morning in the Village hall Committee Room.  It was proposed by Cllr Toogood, seconded by Cllr Ellis, and RESOLVED  to award this grant using money from the Patient Support Group legacy.

(c) The Parish Council considered a grant application for £1,570 from St. Martin’s Parochial Church Council for annual maintenance work on the graveyard (grass cutting).  It was proposed by Cllr Lamb, seconded by Cllr Lawley, and RESOLVED to award the PCC this sum under section 214(6) of the Local Government Act 1972.

(d)  The Parish Council noted that the internal auditor had carried out the second internal audit of the year and had no matters to bring to the council’s attention.

(e)  It was agreed that Cllr Lawley would undertake the annual review of financial procedures with the Clerk.

Speed control measures

23/18 

(a) Application for 20 mph limit  The Chairman reported that, to date, 38% of households had responded to the questionnaire about pursuing a 20 mph limit on the A352.  85% of those responding supported seeking such a speed limit and 15% did not.  The closing date for responses was 12 February.  There was some discussion about the merits of seeking to extend the 20 mph speed limit to Knighton Lane and Chalky Road and the issue of the change in speed limit from 50 mph to 20 mph at the western end of the village, and from 60 mph to 20 mph at the eastern end.  It was agreed that since most public concern was about the traffic on the A352 and that the survey was specifically about the A352, then that would be the focus of action for the time being.

(b) New entrance gates  The Clerk reported that DC officers had advised that the likely date for installation of the gates was during the first two weeks of March.

(c) SIDs  The Clerk reported that both the new SID and the replacement SID were due to be delivered to Dorset Council on 7 February.  Dorset Council officers would arrange for their installation as soon as possible after that.  The Clerk was asked to make enquiries about possible security measures for the SIDs.

(d) Road markings to the east of village  The Clerk reported that Dorset Council would be renewing the speed reduction markings  on the A352 at the eastern end of the village, near Friarmayne Farm, but that the work wouldn’t be undertaken until late March because the salt used in the gritting mix disrupts the integrity of the paint.

Coronation of King Charles III

The Chairman reported that initial thought had been given to an event to mark the King’s coronation in May.  It was proposed that a street party be held in Cowleaze Road on Sunday 7 May, the day set aside for national “Big Lunch” celebrations.  Those attending would be asked to bring their own lunch but the pudding course would be provided.  Other ideas included a beer tent, urns for hot water and music.  Tables and chairs from the village hall would be used as far as possible.  It would be necessary to seek a temporary traffic regulation order to close Cowleaze Road to vehicular traffic and this would probably incur a charge of £75 which the Parish Council would need to pay.  Application for such an order necessitated consultation with residents of the road in question.  Consideration was also being given to a commemorative gift for children, possibly a coin.  It was agreed that these arrangements should be pursued.

Other matters of report

23/20 

(a) The Clerk reported on the following matters:
(i) Review of grass and hedge cutting contract  The contract had been reviewed and some amendments made, including adding the marking out of the football pitch.  A number of contractors had been invited to supply estimates for the work.  The closing date for such bids was 27 February and the bids received would be presented to the Parish Council at the March meeting.
(ii)  Dorset Council officers had invited the Broadmayne to Dorchester Shared-Use Route Working Group to a meeting in January.  Although there had been little tangible progress, a report of the crossing of the West Stafford bypass had been prepared, and a further meeting with the Senior Rights of Way Ranger was being organised to discuss approaches to the landowners involved.
(iii) Drainage issues on Chalky Road  The problems mentioned at the January Parish Council meeting (see minute 23/5) had been reported to Dorset Council and it appeared that the verge inlets along Chalky Road had been re-excavated.
(iv)  The allotment rent demands had been sent out.

Matters received after the publication of the agenda

23/21

(a) The Clerk reported the following matters:
(i)  She had written to Chris Loder MP following his request to attend the Annual Parish Meeting.  Unfortunately he was unable to attend a meeting on a Monday evening because of Parliamentary commitments.  Councillors were asked to give consideration to other possible guest speakers for the Annual Parish Meeting.
(ii)  She reminded Councillors of the DAPTC Councillors Networking event at Kingston Maurward on 9 March.  Any  Councillors interested in attending were asked to contact her.
(iii) DAPTC had advised that it had been asked to nominate a Parish or Town Council Chairman and guest to attend a Buckingham Palace Garden Party in May.  The place would be allocated by ballot.  Cllr Toogood proposed that the Chairman be nominated to DAPTC.  This was agreed.

(b)  The Chairman reported
(i) That the clearance work on the land adjacent to the Tadnoll spring head at the bottom of Chalky Road was associated with the ditch clearance, the spoil having been deposited on the land.
(ii)  That the white line delineating the ‘virtual pavement’ alongside the Black Dog needed re-painting as did the zebra crossing.  The Clerk would report these matters to the Community Highways Officer at Dorset Council.

(c)  Cllr Lawley reported that he had been thanked by a resident of Old Brickfields for the Parish Council’s assistance in facilitating contact with Persimmon Homes to discuss trees adjacent to his property.
