MINUTES OF THE PARISH COUNCIL MEETING HELD IN ST. MARTIN’S COMMUNITY HALL
ON 7 NOVEMBER 2022

Declarations of Interest and requests for dispensations

(i) Cllrs Diamond, Ellis, Lamb, Lawley, Macer-Wright and Toogood, having disclosable pecuniary interests, namely owning property within the parish, had made written applications to the Clerk in 2019, seeking dispensations, under section 31(4) of the Localism Act 2011, to allow them to speak and vote in respect of the setting of the Council’s budget and precept (minute 22/133(c)). The Parish Council resolved to grant these dispensations, valid for each councillor’s term of office (see minutes 19/138 and 21/119), otherwise the number of persons prohibited from participating in those discussions would be such as to impede the transaction of the business.
(ii) Cllrs Ellis, Lawley, and Toogood, having disclosable pecuniary interests, namely owning property within the parish directly adjoining the sites subject to the planning applications on land adjacent to Broadmead (see minute 22/131(a)(iii)), had made written applications to the Clerk, seeking dispensations, under section 31(4) of the Localism Act 2011, to allow them to speak, but not vote, during the discussions of those planning applications. Cllr Lamb, whose property is close to the site but does not adjoin it, had sought a dispensation to both speak and vote on the planning applications. The Parish Council resolved to grant these dispensations, on the grounds that it is in the interests of persons living in the area to allow them to do so, to apply to any meeting of Broadmayne Parish Council at which those particular planning applications are discussed until April 2024 (see minute 22/2).
(iii) Cllr Lamb declared an interest in respect of minute 22/133(d), being an allotment tenant.

Co-option of Councillor to fill the casual vacancy

There was one volunteer to fill the vacant seat on the Parish Council. It was proposed by the Chairman, seconded by Cllr Toogood, and RESOLVED that Mrs Elizabeth Susan (Sue) Hawkins be co-opted onto the Parish Council. Mrs Hawkins signed a declaration of acceptance of office.

Planning and Tree Matters

(a) Consultations
(i) P/LBC/2022/06218—The Old Post Office, 42 Main Street; to remove cracked render to the front of the property and replace/repair with lime-based plaster. Retain works to thatch ridge and left hip. The Planning Group has already considered this application for Listed Building Consent and agreed that no comment was necessary.
(ii) WD/D/16/000652_1—Land South of Warmwell Road, Crossways; extraction of up to 131,000 tonnes of sand and gravel, new vehicular access onto B3390 Warmwell Road. (Neighbouring parish re-consultation as the application had yet to be determined.) The Parish Council considered this application and agreed to repeat its previous concerns about the possible implications of this proposal for the movement of heavy vehicles on the A352.
(iii) P/OUT/2021/05309—Land Adjacent Broadmead; development of up to 80 residential dwellings, together with open space, allotments and enhanced drainage features (outline application to determine access only). (Re-consultation following submission of additional information: the key change comprising the intention to provide 100% affordable housing.) The Parish Council noted the additional information and, having considered comments from the floor, resolved to make further representations about the application, recognising the need for affordable housing but setting out how the site was wholly inappropriate for a 100% affordable development of this size because of the lack of employment in the village, the lack of easy access to a doctor or dentist and other facilities including social support for young families, and the unsuitability of the bus service for commuting. All of these factors would mean dependency on cars in a time of rising fuel prices and on an inadequate linking road network
(iv) P/FUL/2022/06460—6 Main Street; remove existing detached garage. Construct a three bedroom chalet bungalow with four off-road parking bays. Dorset Council had advised that this application had been withdrawn from the register for the time-being. It was therefore not considered.

Reports

(a) Dorset Cllr Tarr reported that Dorset Council’s cabinet had adopted a new policy on 20 mph limits and how parish councils can apply for them (see minute 22/134(b)).
(b) Cllr Toogood reported on behalf of the Playing Fields Association (BPFA) that refurbishment on the children’s play area continued. The Broadmayne football team had disbanded but it was hoped that a new junior team would be making use of the pitch.
(c) Cllr Lamb reported that the Village Hall Management Committee was giving consideration to a price rise for hall hire, given the rising price of gas and electricity.
(d) The Chairman reported that DAPTC Central Area had met remotely. The main item of discussion had been the development of a protocol dealing with the working relationship between Dorset Council and parish and town councils.

Financial Matters

(a) The Clerk had prepared the November financial statement, showing the receipts and payments since the last meeting. It was proposed by Cllr Toogood, seconded by Cllr Lamb, and RESOLVED to approve the following payments:

(b) The Parish Council considered a grant application made by Margaret Eaglestone on behalf of the Broadmayne Churches for £100 from the Patient Support Group legacy to help finance the next two parties for more senior members of the community. It was proposed by Cllr Toogood, seconded by Cllr Macer-Wright, and RESOLVED that this grant be made.
(c) The Clerk had prepared the draft budget in consultation with the Chairman and Vice Chairman. The Clerk reported than an amendment was already needed to cover the recent NJC pay award. The draft budget was considered and, after discussion, it was agreed to accept the draft on a provisional basis, with an increase in the precept from £27,000 to £28,000 for 2023-24 which would be the first increase in the precept since 2020-21. Suggestions as to the presentation of the budget in respect of CIL monies were also proposed. It was agreed that the budget would be reviewed, and a final decision made, at the January 2023 meeting, by which time the council tax base rate would be known.
(d) The Parish Council noted the estimates for work on the trees at the allotments. It was proposed by Cllr Toogood, seconded by Cllr Macer-Wright, and RESOLVED that these works be carried out.

Speed control within the village

(a) The Parish Council noted the results of the speed surveys carried out on Chalky Road and Knighton Lane during September, and the Dorset Council officer recommendations resulting from those results. After discussion, and consideration of the comments of the SID Coordinator, David Eaglestone, it was proposed by Cllr Lawley, seconded by Cllr Lamb, and RESOLVED to purchase a second SID for deployment in Chalky Road and Knighton Lane.
(b) Cllr Macer-Wright explained the information required to support an application for a 20 mph speed limit under Dorset Council’s new policy. This included a speed survey and a survey of residents to gauge support for the measure. It was agreed that a first step, the cost and precise details of the speed survey should be investigated.

DAPTC AGM

The Chairman would be attending this event, which was again being held remotely, on 19 November. The motions to be debated were considered and recommendations made on how he should vote on them.

Other matters of report

(a) The Clerk reported on the following matters:
(i) Replacement and treatment of seats The new seats were due to be installed on Friday 11 November. The refurbishment of the remaining seats was weather dependent.
(ii) All arrangements for Remembrance Sunday were in place. Dorset Council had confirmed the temporary traffic regulation order to close the A352, and David Eaglestone had the usual team of marshals organised.
(iii) Entrance ‘gates’ on the A352 An estimate for the cost of purchasing and installing these was awaited from Dorset Council.
(b) Councillor Lawley reported that a resident of Old Brickfields was still awaiting contact from Persimmon Homes to discuss trees which were overhanging his property. The Clerk would make a further attempt to contact them.
