Declarations of Interest and requests for dispensations
22/139
(i) Cllr Toogood declared an interest in respect of minute 22/143(b), being a member of the Broadmayne Playing Fields Association (BPFA) Committee.
(ii) Cllr Hawkins, having a disclosable pecuniary interest, namely owning property within the parish, had made a written application to the Clerk on 16 November 2022, seeking a dispensation, under section 31(4) of the Localism Act 2011, to allow her to speak and vote in respect of the setting of the Council’s budget and precept. It was proposed by the Chairman, seconded by Cllr Toogood, and RESOLVED to grant this dispensation, valid for the term of office of Cllr Hawkins, in line with the previously granted dispensations for other Councillors, otherwise the number of persons prohibited from participating in such discussions would be such as to impede the transaction of the business.
Minutes of meeting held on 7 November 2022
22/140
The minutes of the meeting held on 7 November 2022 were approved and signed as a correct record.
Planning and Tree Matters
22/141
(a) Consultations
(i) P/HOU/2022/06790—47 Chalky Road: erect single storey rear extension. The Parish Council considered this application and, after discussion, resolved not to object, but to make a comment querying why the site location and block plan showed the site of the proposed development extending only as far as the AONB boundary, not covering the full extent of the land which was the subject of the previous planning application for the site (WD/D/19/001794).
(ii) P/FUL/2022/06460—6 Main Street; remove existing detached garage. Construct a three bedroom chalet bungalow with four off-road parking bays. The Parish Council considered this application and after discussion resolved not to object, but to comment on the following matters (i) the parking arrangements: the four parking spaces would be directly adjacent to a stretch of Rectory Road; there is no turning space so drivers would need to back out on to the road on which there is no footway so posing a possible risk to pedestrians; (ii) the relevance of the indirect mitigation measures discussed in section 13 of the Design and Accessibility Statement; (iii) the absence of a CIL form from the online documentation.
(b) Planning matters received after publication of the agenda The Clerk reported
(i) That, as from 1 December, Dorset Council would be notifying parish and town councils about tree works applications where felling of trees was being proposed, so that Cllrs and Clerks would be able to respond to enquiries from local people regarding tree felling. This was an interim measure since a new online register was being developed which would allow users to choose which applications they were notified about.
(ii) That a communication from the planning agent acting for the owners of 19A Knighton Lane had been received. This explained that his client was planning to submit a revised application for the site which would be for four bungalows instead of six 2-storey dwellings, although the original application was presently the subject of an appeal to the Planning Inspectorate against its refusal. This was noted: the Parish Council would give the new application full consideration when it was formally submitted.
Reports
22/142
(a) Cllr Toogood reported that Playing Fields Association (BPFA) had held its AGM the previous week. It had been a good year for the Association and thanks had been given to the Parish Council for its support. Refurbishment of the children’s play area was almost complete but the re-painting of the roundabout would probably have to wait until the spring. Three youth teams, including a girls’ team, had now contracted to use the football pitch.
(c) The Chairman reported that the Village Hall Trustees had reviewed their booking rates and would be increasing these as from 1 March 2023 by approximately £1 per hour to cover energy price increases. Further increases would be needed but these would be introduced gradually.
(d) The Chairman reported that he had attended the DAPTC AGM. Full details had been circulated to Councillors. Broadmayne Parish Council’s motion (see minute 22/109) had been amended in such a way as to render it ineffective.
(e) Cllr Hawkins reported that she had participated in DAPTC’s training for new councillors which she had found useful.
Financial Matters
22/143
(a) The Clerk had prepared the December financial statement, showing the receipts and payments since the last meeting. It was proposed by Cllr Ellis, seconded by Cllr Macer-Wright, and RESOLVED to approve the following payments:
Payments already made
St. Martin’s PCC (hall hire) £ 15.00
Payments to be made
Green Scheme Solutions (new seats) £4,867.20
J. Davis (salary inc. back pay) £1,716.83
HMRC (PAYE on above) £ 391.80
(b) The Parish Council considered a grant application from Broadmayne Playing Fields Association for the sum of £877.86 (£722.46 for the annual insurance premium and £155.40 for the safety inspection). It was proposed by Cllr Ellis, seconded by Cllr Hawkins, and RESOLVED to award this grant.
Speed control measures in the village
22/144
(a) New entrance gates The Clerk had obtained quotations from Dorset Council for the purchase and installation of new entrance gates on the A352 at both the western and eastern approaches to the village. After discussion it was proposed by Cllr Toogood, seconded by Cllr Ellis, and RESOLVED to proceed with the purchase and installation of four white Glasdon gates with horizontal beams and one diagonal beam at a cost of £5199.92 to be paid for from the CIL budget head.
(b) Additional SID The Clerk reported that the second SID (for deployment in Chalky Road and Knighton Lane), two new poles, and solar power units for all four SID poles had been ordered.
(c) Application for 20 mph speed limit Cllr Macer-Wright reported that he had investigated the cost of speed surveys by a private company and their price for a similar survey to that proposed by Dorset Council was £400 per survey with a small reduction for a second one nearby, compared to the Dorset Council figure of £250/£175, the most economical solution would therefore be to work with the Council on this matter. After discussion, it was agreed that before spending money on the speed survey, the survey of residents to gauge support for the measure should be pursued, this being the other major element of the application. The methodology for this was considered.
Other matters of report
22/145
The Clerk reported on the following matters:
(i) Replacement and treatment of seats The new seats had been installed on 11 November. It seemed likely that the refurbishment of the remaining seats would have to wait until the spring.
(ii) Request for bus stop on A352 west of village The Knightsford Parish Clerk had advised that both Dorset Council and the bus company were of the view that there were no locations at which it would be safe for buses to stop.
(iii) Meeting with Community Highways Officer The Clerk, Chairman and Vice Chairman had met with the Community Highways Officer to discuss a number of issues which included: the possibility of “count-down signs” on the approach to the 30 mph limit on the A352, and re-painting of “count-down” markings on road (a job would be raised for the re-painting of the road markings but the Parish Council would have to pay for signs, the Clerk would seek an estimate for them); cutting back of hedges at various locations on Chalky Road, including that obscuring the speed limit signage (this would be arranged); replacing of bollards in verge opposite Pipewise; flooding issues in Chalky Road near junction with Martel Close (grips to be cleared).
(iv) Knighton Lane wall Dorset Council had reported that the wall had been inspected in September but that there had been no significant change since the last inspection in October 2020. They would continue to monitor the situation but had urged the Parish Council to contact them if any sudden changes were observed.
(v) Margaret Eaglestone had written on behalf of the Broadmayne churches to thank the Parish Council for the grant towards the cost of parties for senior members of the community.
Date of next meeting
22/146
The next meeting would take place on Monday 9 January 2023 in the Methodist Church Hall, unless otherwise advised.
