(a) Consultation on planning application P/OUT/2023/02031—19A Knighton Lane, for the erection of up to three detached bungalows. An extension to the deadline for comments had been granted so that the case could be considered at the June Parish Council meeting.
(b) Dorset Council’s Infrastructure Funding Statements for 2021/2022, relating to CIL and s.106 money. It was agreed that the Parish Council should express an interest in attending a briefing session on this matter.
(c) Additionally, the Clerk reported that she had received no comments in respect of the government’s consultation on the new infrastructure levy. It was agreed that the response to this should be left to NALC.
Public participation session
23/56
A member of the public thanked the Parish Council for pursuing the clearance of the drains and the sweeping of the leaves from Knighton Lane, that work now having been completed.
She also expressed concern about the safety of the Chalky Road/Coombe Valley Road junction where overgrown vegetation caused visibility problems. The Clerk would write to the Community Highways Officer and ask that this be monitored.
Reports
23/57
(a) Cllr Toogood reported on behalf of the Playing Fields Association that the safety inspection of the play equipment was due to take place in May.
(b) Cllr Lamb reported that the Village Hall Management Committee was still considering the installation of solar panels, that the hall finances remained in a healthy condition, and that a new bookings secretary had been appointed.
(c) The Clerk read a report from the PCSO. There had been no crimes or reported incidents in Broadmayne over the last month.
Financial Matters
23/58
(a) The Clerk had prepared the May financial statement, showing the receipts and payments since the last meeting. It was proposed by Cllr Toogood, seconded by Cllr Macer-Wright, and RESOLVED to approve the following payments:
Payments already made
Broadmayne Methodist Church (hire of hall) £ 40.00
Ace Office Environments (suspension files) £ 24.96
Payments to be made
DAPTC (subs. + email upgrade) £529.13
Dorset Council (bin emptying) £305.81
Arthur J Gallagher (insurance) £506.39
Mrs Kennewell (allotment rent refund) £ 25.00
(b) The Clerk reported that CIL payments totaling £3488.90 had been received from Dorset Council in respect of developments at 22 Chalky Road (£1,042.43) and 10 Knighton Lane, (£2,446.47).
Speed control measures: application for 20 mph limit
23/59
Cllr Macer-Wright reported that he had written to the appropriate officer at Dorset Council about the next step in the application process, having advised him of the results of the consultation exercise. The officer had advised that he considered a ‘whole village’ approach would be more logical (i.e. covering Knighton Lane and Chalky Road, and all other village roads), and that this would necessitate taking into account the views of West Knighton residents as well as those of Broadmayne residents. After discussion it was agreed that, as a first step, the issue should be discussed with Councillors from West Knighton (Knightsford Parish Council).
Consultations
23/60
(a) Dorset Council Leisure Strategy survey It was agreed that the Clerk would draft a response for comment by Councillors in time for the closing date of 14 May.
(b) Dorset Council Public Space Protection Orders (dogs) consultation It was agreed that the Clerk would consider whether any response was needed and if so she would draft a response for comment by Councillors in time for the closing date of 15 May.
(c) Dorset Council planning for climate change guidance documents It was agreed that Cllr Lamb would consider whether any response was needed and if so he would draft a response for comment by Councillors in time for the closing date of 8 June.
Coronation of King Charles III
23/61
The Chairman reported that arrangements had been finalised. Around 350 people had registered to attend the street party and volunteers would be providing trifles for pudding. There would also be a pizza van in attendance as well as a bar. 73 coins would be presented to children under 12 year of age who had registered to receive one. Cllr Hawkins thanked the volunteer team which had put so much effort into organising the event.
Annual Parish Meeting
23/62
The Chairman reported that the annual report had been printed and that arrangements were in hand for its circulation prior to the Annual Parish Meeting on 15 May.
The Clerk reported that in addition to the speaker from Age UK, Cllr Tarr and the head teacher of Broadmayne First School had accepted invitations to speak.
Clerk recruitment
23/63
The Chairman reported that the positon had been advertised on 17 April by various means, including the DAPTC and Dorset Council websites. The Clerk reported that, as a result, six recruitment packs had been sent out and two completed application forms received. It was hoped that interviews would take place on 5 July; the interview panel would comprise the Chairman, Cllr Toogood and Cllr Hawkins.
Other matters of report
23/64
(a) The Clerk reported on the following matters:
(i) Allotments The advent of the new growing season had shown that a number of plots were not being worked and contact had been made with the relevant tenants about this. One plot had subsequently been relinquished. There were still three people on the waiting list.
(ii) Electric charge point for community use Contact had been made with Dorset Council to express an interest in this initiative.
(iii) SIDs David Eaglestone reported that the new SID (deployed on Knighton Lane and Chalky Road) had a fault which resulted in speeds being recorded in kilometers rather than miles. It had been returned to the manufacturers and Dorset Council was to loan a machine to replace it in the interim. The solar panel powering the SID on the A352 at the eastern end of the village would be moved to the adjacent field, following approval from the landowner, as the trees were shadowing the panel
(iv) Knighton Lane issues The condition of the retaining wall on Knighton Lane had been reported to Dorset Council and would be investigated by them.
(b) The Chairman reported
that he had received a complaint about the new white gates at the eastern end of the village because they blocked out the village name plate. Other Cllrs had received similar comments. It was agreed that this should be raised with Dorset Council who had carried out the installation.
(c) Cllr Macer-Wright reported
that work was being undertaken on risk classifications, prior to a re-evaluation of the risk assessment document.
23/65
The next meeting would take place on Monday 5 June 2023 in the Methodist Church Hall, unless otherwise advised.
